Intellectual property rights-related reports, complaints soared in 2020 — IPOPHL

    According to Mercado [2021], in 2020, a numerous amount of intellectual property issues has burst out that was reported to the Intellectual Property Office of the Philippines. According to the report of Ann Edillon, the director of IPOPHL, there was about 190 reports regarding intellectual property rights-related complaints received by their office alone, which in record, overwhelms even the total amount of reports accumulated from 2013 to 2019, which was approximately more than 146 only.

    According to Edillon, the total amount of reports and complaints was already a combination of the accounts accumulated from the public sector, consumers, concerned citizens, anonymous reports, and property rights owners. Also, Edillon said that one of the most probable reasons for this sudden outburst of violations was the COVID pandemic, which caused a lot of property owners to operate online. This then opened up the risk of copyright protection violations or whatnot for their original works.

    In further report, 54 out of the 190 reports was about piracy and the remaining was about counterfeits. In their findings, 38.9 percent were about pirated shows and movies, 25.9 percent were about general e-learning materials, 16.7 percent were about pirated software applications, 9.3 percent were about e-books, and 9.3 percent more were about pirated artworks. They also received complaints about pirated movies. There were about 21 reports, which was a combination of both foreign and local shows. “For foreign shows and movies, these are mostly—we have received reports of piracy regarding Koreanovelas. We reported this to the Korean Copyright Commission as well as the Korean Embassy,” Edillon said.

Insights

    This phenomenon is a very tragic one. Some people don’t mind these issues since some think that 190 intellectual property rights-related issues won’t bother them because they don’t even do music or arts. Some just don’t care and some just know nothing at all. However, these issues are something that all people must not ignore and tolerate. It may be so unrelatable for most people but this clearly signifies that people just don’t care and don’t respect the law anymore. Intellectual property rights is a law and it must be respected and followed. In fact, all laws, big or small, must be followed. This issue is clearly an arising problem in the intellectual property rights field and to resolve this problem, changes must happen. Clearly, what needs to be done is a change in focus and hype in consequences. Officers of the law must implement a stricter version of the law, let them know and make them learn.  Further, talking about the findings, most of the IP violations are about piracy of original works and materials such as movies and shows. This is actually not new anymore. Ever since the start of the 21st century, when the production of movies started growing, more and more people did piracies to earn money and give people what they want. This has actually been existing for some time now and I don’t think it will soon be resolved. Besides, many aspects in the law just turns a blind eye.
